South Huron Council passed a resolution at the March 4, 2019 meeting to discontinue the Community Hub / Rec Centre Steering Committee as it had achieved its mandate and thanked the Committee members for their work, which is described below. How the Committee gathered information

The Municipality values the opinions of all residents and actively sought input on the proposed new / community hub recreation centre project from the entire community using several methods. 

Focus Groups (November - December, 2018)

A series of focus group workshops facilitated by the YMCA were held to collect opinions from specific user groups and community organizations. At these focus group workshops, information concerning the research project was shared and those in attendance had an opportunity to participate in discussions concerning recreation, fitness, health and aquatic programs and activities. The identified future needs of user groups will be assessed in the development of new or enhanced community recreation facilities within South Huron. Two focus groups gathered information from seniors and generated the Seniors Focus Group Final Report. These sessions were held on the following dates:

Market Feasibility Telephone Survey (July - August, 2018)

As part of the planning process, the Municipality engaged LeisurePlan International Inc. to undertake a scientific study to determine the potential market and demand for programs, activities and services that may be provided at a new facility. This study involved a telephone survey of randomly selected adult residents of South Huron between the ages 20 and 64 years to collect opinions about recreation, fitness, health and aquatic services. LeisurePlan International Inc. recommended this age range for the scientific study because their prior experience in other municipalities has determined this group has the greatest potential impact on operational revenue and the viability of recreational facilities, as senior and youth user fees are typically subsidized or discounted. User fee revenue will be vital to the viability of a new facility in South Huron.

About the Committee

Guided by a Terms of Reference, the Project Steering Committee was established to advise Council, Administration and Consultant/Project Management Team on specific matters as they pertain to the preparation and delivery of the South Huron Community Hub/Recreation Centre Facility.

The overall purpose of the Steering Committee was to ensure that the stakeholders in the community along with members of South Huron Council had their interests represented during the tenure of the consulting engagement, and that by playing this key role the community will have a strong sense of ownership and support the development of the facility. In this way the Steering Committee helped to ensure that future action within the property is appropriate to the community, and of the highest possible quality.

What is the purpose of the project and how did it come about?
  • Improving and enhancing the quality of recreation facilities and community well-being are priorities identified in the Municipality’s Corporate Strategic Plan, 2015-2019.
  • South Huron’s recreation facilities are at the end of their lifespan. The need to assess the municipality’s recreational service offer and redevelop the Exeter facility was first identified in the Community Services Master Plan, 2009.
  • The purpose of the project is to identify the scope and program for a new community hub/recreation centre.
What are the benefits of this project?
  • A new community hub/ recreation centre is an investment that will attract new residents and businesses to the municipality, which is necessary for the long-term sustainability of our communities.
What is the timeline?
A detailed work plan is available that describes the four phases of the project:
  • Imagine the Possible: December 2017 – May 2018
    • This stage of the project will identify the scope of work, the professional services and the information required to inform Council.
  • Define the Possible: June 2018 – May 2019
    • Feasibility studies will determine what recreational services our communities want and what is affordable. A facility will be programmed according to the information collected from the residents of South Huron.
    • The Municipality has engaged the YMCA to advise on how to gather information necessary to design and build a new community hub / recreation and Leisure Plan International to conduct a market feasibility study.
    • In addition to ongoing public consultations, community focus groups will be organized to collect feedback.
  • Build the Possible: June 2019
    • Once a final design has been developed and approved by South Huron Council, the construction period is estimated to take 18 months.
  • Celebrate the Possible: July 2021
    • The proposed date of substantial project completion is July 1st 2021.
What will this project cost?
  • South Huron Council has committed up to $7.5 million towards building a new community hub / recreation centre. It is expected that a minimum of $5 million will be fundraised for this project. This combined $12.5 million will be used to leverage funding from senior levels of governments (i.e., provincial and federal).
  • The intention is reduce capital costs by seeking government grants and community donations and to reduce annual operating expenses with the new, more energy efficient facility.
What is the role of the YMCA in this project?
  • As part of an RFP process, the Municipality has engaged the community development services of the YMCA to advise the Project Steering Committee on how to gather information necessary to design and build a new community hub / recreation centre.
What is the role of Leisure Plan International?
  • As part of an RFP process, the Municipality engaged Leisure Plan International to prepare a market feasibility study report to assess the recreation services that our residents want. A summary report is also available that provides an overview of the findings.
  • This information is necessary for Council to decide what the new community hub / recreation centre will look like.
