South Huron Council passed a resolution at the March 4, 2019 meeting to discontinue the Community Hub / Rec Centre Steering Committee as it had achieved its mandate and thanked the Committee members for their work, which is described below. How the Committee gathered information
The Municipality values the opinions of all residents and actively sought input on the proposed new / community hub recreation centre project from the entire community using several methods.
Focus Groups (November - December, 2018) |
A series of focus group workshops facilitated by the YMCA were held to collect opinions from specific user groups and community organizations. At these focus group workshops, information concerning the research project was shared and those in attendance had an opportunity to participate in discussions concerning recreation, fitness, health and aquatic programs and activities. The identified future needs of user groups will be assessed in the development of new or enhanced community recreation facilities within South Huron. Thank you to everyone who participated! Market Feasibility Telephone Survey (July - August, 2018) |
As part of the planning process, the Municipality engaged LeisurePlan International Inc. to undertake a scientific study to determine the potential market and demand for programs, activities and services that may be provided at a new facility. This study involved a telephone survey of randomly selected adult residents of South Huron between the ages 20 and 64 years to collect opinions about recreation, fitness, health and aquatic services. LeisurePlan International Inc. recommended this age range for the scientific study because their prior experience in other municipalities has determined this group has the greatest potential impact on operational revenue and the viability of recreational facilities, as senior and youth user fees are typically subsidized or discounted. User fee revenue will be vital to the viability of a new facility in South Huron. |
About the Committee
Guided by a Terms of Reference, the Project Steering Committee was established to advise Council, Administration and Consultant/Project Management Team on specific matters as they pertain to the preparation and delivery of the South Huron Community Hub/Recreation Centre Facility.
The overall purpose of the Steering Committee was to ensure that the stakeholders in the community along with members of South Huron Council had their interests represented during the tenure of the consulting engagement, and that by playing this key role the community will have a strong sense of ownership and support the development of the facility. In this way the Steering Committee helped to ensure that future action within the property is appropriate to the community, and of the highest possible quality.
