Project Description 

The proposal is to redevelop the former Oakwood Inn Golf Course, east of Highway 21, for the purposes of a residential development, providing for a range and mix of residential uses and densities. The residential development is proposed to accommodate between 275 and 395 dwelling units in two (2) phases, with the phasing line located along the existing drain (Walker Drain). A proposed plan of subdivision has been submitted for the 188 residential dwelling first phase located north of the drain. Two (2) accesses are proposed from Highway 21, with one (1) access serving each phase.

Project Description

This proposal is for a Plan of Subdivision and a Zoning-Bylaw Amendment for a residential subdivision located in Huron Park.

The purpose of the application is to subdivide the residential lands in Huron Park into 374 Lots in addition to 11 Blocks. The lots will contain the 202 existing single detached dwellings, 158 existing semi-detached units (such that each unit will be on a separate lot), and create 4 vacant single detached lots, and 10 vacant semi-detached units.

The Blocks will contain public parkland, accesses to the parkland, and trails. The former rail bed which is located along the southern boundary of the subject lands is proposed to be transferred to the Municipality of South Huron for the purpose of a future trail. The developer also owns the section of the former spur which runs between the subject property and the active rail line to the east; these lands are also proposed to be transferred to the Municipality.

This Plan of Subdivision also creates a new road in the location of the access which is currently referred to as ‘Access Road’ but is not a municipal road. The corresponding Zoning By-law amendment introduces a zoning framework to recognize the new lot pattern and proposes rezone the former school block from Community Facility (CF) to Future Development (FD). 

 

March 2021 - Status Update

The purpose of this report is to provide an update on the status of Plan of Subdivision Application 40T20001 (Huron Green Inc.). The Municipality of South Huron Council held a Public Meeting on October 26, 2020.


Following the public meeting, the developer and local municipality discussed the concerns raised regarding the three (3) proposed parkland spaces; concerns included the odd orientation, limited visibility into the parks, the fact that the size and shape did not lend themselves to recreational programming, and the high maintenance costs for the municipality long term. As a result, the three (3) internal park spaces are no longer proposed and in place, a portion of the former school site is proposed to form one, large park which will be dedicated to the municipality.

The former park spaces are now proposed to be utilized for residential purposes: the most westerly of the three will form part of the lot fabric, and the other two will be left as sites for future residential development. The draft plan and proposed zoning have been updated to reflect these changes and are attached to this letter. As these changes were deemed major in nature, recirculation was required. There may be additional minor adjustments to the draft plan; those changes will not be recirculated but will be posted on the municipal website (www.southuron.ca).

The draft plan has also been updated to reflect the proposed trail along the southerly boundary, the Municipal Drain easement along the westerly boundary and the proposed renaming of Access Road to ‘John McCurdy Avenue’. A small east-west section of roadway is also proposed to be renamed ‘Silver Dart Way’.
