April 7 Council Meeting Highlights
At its Regular Meeting on April 7, 2026, South Huron Council:
· Received delegations/presentations:
o United Way Perth-Huron regarding Our Stories of the Housing Crisis
§ Will Wellington from United Way Perth Huron spoke about the Cost of Housing survey that residents from Huron and Perth County participated in, targeting themes around housing and how this crisis ripples throughout their lives
o Exeter Business Improvement Area (BIA)
§ Caroline Hill shared a review of the BIA’s 2025 activity and explained the value of associate membership with the BIA
o Severance Proposal, 70353 Ausable Line (Consent Application C007-2026) as presented by Ken Palen
· Received staff reports/memos on topics including:
o Consent Application File C007-2026 (Palen)
§ recommended to the County of Huron that application C007-2026 be approved, with the potential conditions set out in the March 13, 2026 Planner's Report
o Request for a Variance from the Sign By-law
§ approved the variance request for a billboard sign located at 261 Thames Road West, Exeter
o Community Improvement Plan
§ approved the plan be released for public consultation and a public meeting be set
o Tender results - Stephen Arena Roof Update
§ approved option 2 outlined in the report; and approved a 2026 Budget Amendment of $22,000 from the Recreation Capital Replacement Reserve to fund the Stephen Arena roof project
o Access Control Project Procurement Authorization
§ approved the single source procurement method with Canadian Security Concepts for the Access Control Project at Town Hall, South Huron Recreation Centre and future Community Services Facilities Access Control Projects
o Tender results - Stephen Arena Floor Replacement Project
§ accepted the tender received from the lowest compliant bidder, 9241329 Canada Inc. in the amount of $100,344.00 (including HST)
o Tender results - New Mini-Rescue Squad Truck
§ accepted the tender received from Metalfab LTD of Centreville, New Brunswick in the amount of $323,519.00 (including HST)
o Tender results - Breathing Air Compressor & Filling
§ accepted the tender received from A.J. Stone Company Ltd. in the amount of $78,801.68 (including HST)
o Tender results - Decontamination Washer Tender
§ accepted the tender received from Canadian Safety Equipment Ltd. in the amount of $55,370.00 (including HST)
o Tender results - Motor Grader Procurement
§ accepted the lower quote from Brandt Tractor Ltd. for a new motor grader through the Canoe Group Purchasing Program
o Tender results - Replacement of Three (3) Four-wheel Drive Pickup Trucks
§ accept the tender from the lowest bidder, Listowel Ford (2017) Ltd. and authorized award of a contract for Three (3) Four-Wheel Drive Pickup Trucks in the amount of $210,027.45 (including HST)
o Tender results - Coates Municipal Drain 2025 Tender Results
§ awarded the tender for construction and improvement of the Coates Municipal Drain 2025 to Ron H. Williams Drainage Inc. in the amount of $286,763.49 (including HST)
o Approved the temporary closure of Elliott Park in 2026 until the completion of the Main Street South Reconstruction Project
o Facility Booking Policy – Follow Up, for information
§ staff will proceed with drafting a Facility Booking Policy
