Exeter Main Street South Reconstruction

This project is located in Exeter on Main Street from the Ausable River bridge to Victoria Street and is a full reconstruction project. The project will begin in April of 2026 with the final layer of asphalt being placed in 2027.

Active Transportation Master Plan

Under a grant from Infrastructure Canada, this project will develop an Active Transportation Master Plan (ATMP) to identify the long-term needs of active transportation users within South Huron.

This project will develop a new Community Improvement Plan (CIP), which will allow the municipality to implement certain financial incentive programs, such as loans or grants, to be accessed by property owners and businesses within a designated Community Improvement Plan Area.

Dashwood Road/County Road #83 Reconstruction

The County of Huron, in partnership with the Municipality of Bluewater and Municipality of South Huron, is heading into Phase 2 of the Reconstruction of County Road 83 (Dashwood Road) including the replacement of storm sewers, watermain and water services. Construction of Phase 2 is anticipated to start in April 2025. The project area includes County Road 83 through Dashwood, Centre Street east to the East Urban Limits.

Strengthening the Agri-food Sector in South Huron through International Agri-food Worker Integration

This project will aim to strengthen the agri-food sector in South Huron through the further integration of international agri-food workers in our communities, with a focus on retaining and integrating international workers and community capacity building.

We are reviewing our Procedural By-Law, which outlines the rules for calling meetings (notice requirements, date, time and location), the conduct of members, public participation, voting procedures, and how the Municipality communicates the meeting information to the public.

Development Charges Background Study

The Municipality of South Huron passed a municipal-wide Development Charges By-Law which came into effect on March 17, 2020.This background study will provide an update to the 2020 Development Charges Background Study, and be prepared pursuant to the requirements of the Development Charges Act 1997 (s.10), and accordingly, recommends new Development Charges (D.C.s) and policies for the Municipality of South Huron (Municipality).

Zoning By-Law Review

The purpose of the update is to implement the five-year review update of the South Huron Official Plan which came into effect on May 13, 2025. Under Section 26(9) of the Planning Act, the Zoning By-law must be updated no later than three years after an update is made to the Official Plan.

2026 Municipal Budget

The Municipality of South Huron prepares an annual budget that is approved by Council. The annual budget allocates resources to public services and projects and balances the resources drawn from the community against the demands for services and projects, while keeping municipal taxes and user fees within acceptable limits and ensuring that services are sufficient. The budget covers the entire municipality's operational areas, including building and development services, cemeteries, emergency services, recreation services, transportation, water, wastewater, storm sewer and solid waste.

Exeter Main Street North Reconstruction

Main Street at the north end of Exeter, from Walper Street to the Ausable River bridge underwent a full road reconstruction project. The construction project was constructed in two phases in 2024, with the final layer of surface asphalt being placed in 2025.

Asset Management Plan Update (2025)

As of July 1, 2025, municipalities must have an approved Asset Management Plan for all municipal infrastructure assets that builds upon the requirements set out in 2024. This plan will help the Municipality make the best possible decisions regarding the construction, operation, maintenance, renewal, replacement, expansion and disposal of infrastructure assets while minimizing risk and cost to taxpayers and maximizing service delivery.

Building Condition Assessment (2024/2025)

This project provided an in-depth evaluation and engineering assessment of South Huron facilities.

Cemetery Master Plan (2020)

This project developed a Cemetery Master Plan for the Exeter Public Cemetery and provided strategic direction for the cemetery operations for the next 25 years and beyond. South Huron Council adopted the Cemetery Master Plan at the Regular Council meeting on September 20, 2021.

Community Safety and Well-being Plan for Huron

The Community Safety and Well Being for Huron Plan was prepared in collaboration with all 9 lower-tier municipalities in Huron County and a multi-sectoral Advisory Committee that included representatives from social and community organizations, school boards, boards of health, the police service and other local service providers working to protect or enhance safety and well-being. 

In June 2021, South Huron formally adopted the Community Safety and Well-Being (CSWB) Plan.

Development Charges (2020)

The Municipality retained Watson and Associates Economists Ltd. to compete a development charges background study. 

South Huron Council passed a municipal-wide Development Charges By-Law which came into effect on March 17, 2020.

Recreational Renewal Projects (2022/2023)

South Huron is committed to providing the best recreational opportunities that are accessible, benefit all age groups and abilities, and are affordable for the entire community. Renovation projects at the South Huron Recreation Centre and the Stephen Arena were completed in 2022 and 2023.

Victoria Street East Reconstruction

The construction project took place on Victoria Street East from Main Street to the east end of Victoria Street and was a full reconstruction project. The project was located in close proximity to the Exeter Elementary School, Relouw Early Childhood Learning Centre and South Huron Recreation Centre. Additional measures were put in place for safe access to these facilities.

User Fee and Revenue Generation Study (2024)

The Municipality of South Huron engaged Hemson Consulting Ltd. to complete a comprehensive review and analysis of municipal user fees.  At the June 17, Regular Meeting, the new Fees and Charges Schedule, By-Law #35-2024 was passed by Council.

Water and Wastewater Master Plan Update (2024/25)

This Master Plan Update developed and evaluated the optimal water and wastewater servicing strategies to support the needs of existing users and to support potential population and employment growth within South Huron.

Climate Change Adaptation Strategy (2021)

With funding from the Government of Canada through the Federation of Canadian Municipalities (FCM), Municipalities for Climate Innovation Program (MCIP), this project developed South Huron's Climate Change Adaptation Strategy. The strategy was adopted by South Huron Council on September 8, 2020.

Fire Master Plan and Community Risk Assessment (2021)

This project developed a Fire Master Plan includes a total of 47 recommendations for consideration by the South Huron Fire Department.

Youth Engagement Strategy (2019)

Through a grant from the Rural Ontario Institute (ROI), this project created a Youth Engagement Strategy and identified eight strategic items were recommended to make South Huron more youth friendly. The strategy was adopted by South Huron Council on September 8, 2020.

Age-Friendly Community Plan (2016)

This project developed an Age-Friendly Community (AFC) Plan with funding from the Government of Ontario. The Age-Friendly Plan was adopted by South Huron Council in 2016.

2025 Water and Wastewater Rate Study

The purpose of this study is to update the water and wastewater rates on a five-year cycle using an updated capital forecast and growth projection.
