May 19 Council Meeting Highlights
At its Regular Meeting on May 19, 2026, South Huron Council:
· Received staff reports/memos on topics including:
o Part Lot Control Exemption Application SHu PLC01-2026 (Sol Haven)
o Renewal of Municipal Drinking Water System Licence and Drinking Water Works Permit, for information
o Thomas Street Flooding Concerns, for information
§ As directed by Council, Staff have brought back a report regarding flooding concerns on Thomas Street, Exeter. Staff confirm that the recommendations in the 1970 BMRoss report to relieve flooding on Thomas Street were addressed in 1971.
§ Thomas Street Reconstruction is currently in the 10-year Capital Forecast proposed to be built in 2028, subject to Council approval. The reconstruction project will involve full replacement of all underground infrastructure and removal of cross-connections to the sanitary sewer
o 2026 First Quarter Operating Budget Variance Report, for information
o Request for Major Drain Repair and Improvement – Brock-Hern Municipal Drain 2026
§ Appointed William J. Dietrich, P. Eng., from Dietrich Engineering Ltd. as the Municipal Drainage Engineer to prepare a report for the repair and improvement of the Brock-Hern Municipal Drain under Section 78 of the Drainage Act
o Municipally Significant Event Designation Request – Kirkton Rumble
§ Deemed the 2026 Kirkton Rumble as Municipally Significant for the purposes of the applicant obtaining a Special Occasion Permit
o 2026 Exeter Ram Rodeo Special Event Permit
§ 2026 Exeter Ram Rodeo Permit is approved in principle
§ Special Event Application and Administration fees in the amount of $816.00 be waived
§ Exemption to the Municipal Noise By-Law for Saturday, August 8th, from 11:00 p.m. to 2:00 a.m. be approved
§ Municipal staff will provide assistance and resources, as outlined in the Special Event Application
§ Overnight camping be permitted over the Rodeo weekend, on the South Huron Recreation Centre grounds for the Rodeo performers
§ 2026 Exeter Ram Rodeo event declared to be Municipally Significant
o Procedural By-Law Review Update
§ Report was received and discussion was deferred to a Committee of the Whole, with a date to be determined
o Council set a public meeting regarding the Community Improvement Plan on June 15, 2026 at 5pm
o Council set a special meeting regarding development charges study on May 25, 2026 at 4pm
