November 17, 2025 Council Meeting Highlights

At its Regular Meeting on November 17, 2025, South Huron Council:

·         Received a presentation from Ausable Bayfield Conservation Authority regarding the Draft 2026 Budget, presented by Davin Heinbuck

·         Received a delegation regarding a severance consent application C53-2025 from Jim and Nancy Morlock

·         Received staff reports/memos on topics including:

o   Consent Application File C53-2025 (Morlock) - Council recommended to the County of Huron application C53-2025 be approved, subject to conditions shared by the Planner

o   Part Lot Control Exemption Application SHu PLC01-2025 (Tridon Group)

o   Bill 60, Fighting Delays, Building Faster Act, 2025 - Proposed Planning Changes

o   Thames Road West Forcemain Design, Costing and Update

§  Council approved an “Amendment to the Budget” to add a capital budget for the Thames Rd West Forcemain project in the amount of $243,200.00; and authorized the $243,200.00 to be funded by the Sewer Capital Replacement Reserves

§  Directed staff to prepare a Cost Recovery By-Law and a Mandatory Connection By-Law for the repayment of the forcemain for Council consideration.

o   Third Quarter Operating Budget Variance Report for information.

                o       2026 Council and Committee Meeting and Holiday Schedule – approved 

o   Potential Gaming Site Host

§  Council re-affirmed its support for a casino gaming facility within the former Stephen Township (Grand Bend)

§  The small-footprint gaming development within the community could include but is not limited to a wide variety of entertainment options primarily limited-table and primarily slot-based operation and hotel

§  Staff are authorized to proceed with discussions with the appropriate governing bodies

§  Council endorsed the location of the proposed gaming site to be situated at 70589 Bluewater Highway.
