September 15, 2025 Council Meeting Highlights

At its Regular Meeting on September 15, 2025, South Huron Council:

·         Received delegations:

o   Laura Goulding updated council on the Sunset Community Foundation providing an overview of groups that received funds over the last 5 years.

·         Received staff reports/memos on topics including:

o   SHRC High Volume Low Speed Fans - Council approved the 2025 Budget Amendment for the purchase and installation of the fans, that will assist with humidity levels and air flow at the SHRC, to the upset limit of $30,000, excluding HST, to be drawn from the Working Fund Reserve.

o   Exeter Hawks Camera Agreement - Council approved the draft agreement in principle and the by-law will be brought back for the required three readings

o   Exeter Fire Station Generator Replacement Project Tender awarded to Darling Electric LTD in the amount of $49,350.49 (including HST)

o   Ministry of Transportation Connecting Links Program (Intake 10) – Project Update - Council authorized a scope change to include the replacement of sanitary sewers and watermains within the project limits.

o   2026-2027 (Intake 11) Ministry of Transportation Connecting Links Program – Council had a lengthy discussion regarding applying to the MTO Connecting Links Program 2026-2027 for Victoria Street to Sanders Street Reconstruction, and the motion to apply was defeated.

o   Housing Enabling Water System Fund Grant Program - Intake II

§  Council approved an “Amendment to the Budget” to add a capital budget for the London Road South Trunk Sanitary Sewer project in the amount of $7,352,500; waiving the requirement of the Procurement of Goods and Services Policy for the engineering services; and Council authorized external borrowing to fund the municipal portion of London Road South Trunk Sanitary Sewer project in the amount of $1,985,175.00

o   Rural Ontario Development Program - staff to submit a funding application to the Rural Ontario Development Program in support of a South Huron Community Improvement Plan.

o   Columbarium Tender awarded for the supply and install of one 84 Niche Columbarium and Site Preparation and pour of Columbarium Foundation to Grace Monuments Inc. in the amount of $40,680.00 HST included.

o   Council Remuneration Review for information
