The Municipality of South Huron has engaged Hemson Consulting Ltd. to complete a comprehensive review and analysis of municipal user fees. This study includes a review of fees imposed under authority of the Planning ActBuilding Code Act and Municipal Act such as fees associated with development as well as licensing and permit fees associated with fire, recreation and administration services.

What are user fees?

User fees are charged to cover part, or all, of the cost of providing a municipal service. In many cases, a municipality’s user fees are set to recover the full cost of providing the applicable service. However, when setting fees consideration is also given to:

  • Whether the service provides benefits to the wider community
  • Ability to pay of users
  • Competitive market conditions
  • Demand for service
  • Pricing limits set by municipal policy objectives or other legislative requirements

Why is this study necessary?

Municipalities must collect revenue to pay for the public services they provide. The purpose of this study is to explore an appropriate balance in South Huron between revenue collected from individuals or groups for services they use, and revenue collected from the general public through the tax levy to fund services. 

Key milestones of the user fee review

The process of reviewing South Huron’s user fees will include the following key components:

  • March 4, 2024 - The study was presented by Hemson Consulting Ltd to South Huron Council at the Regular Meeting, which includes an analysis of municipal data, benchmarking to other municipalities and consultant recommendations for consideration
  • March 5 to April 15, 2024 - Community engagement period where the public is invited to provide feedback on the study completed by Hemson Consulting Ltd
  • April 29, 2024 - Presentation of public feedback and subsequent staff recommendations for consideration by Committee of the Whole 

Community engagement opportunities

The public is invited to provide input on user fees until April 15, 2024. 

User Fees Survey

Individuals are invited to participate in the User Fees Survey that has been prepared for those who use South Huron's services. 

All input received will be shared publicly at an upcoming Committee of the Whole.

Public Consultation – Municipal Act & Planning Act Fees

Wednesday, March 20, 2024 at 6:00PM

South Huron is seeking input from the community and stakeholders on the study produced by Hemson Consulting Ltd. A public presentation, specific to fees relating to licensing, fire, recreation, administration and other fees imposed under the Municipal Act and Planning Act, will be held in a hybrid format (both in-person and remote attendance) on Wednesday, March 20, 2024 at 6:00 p.m. During this public consultation, Hemson will present their analysis of municipal user fees. The public is invited to attend the presentation virtually or in person at Council Chambers. To attend virtually, please register by contacting userfeestudy@southhuron.ca and a Zoom link will be provided.

If you are unable to attend the public presentation, you are encouraged to review the study and share comments and feedback until April 15, 2024. 

Public Meeting under the Building Code Act

Tuesday, April 2, 2024 at 6:00PM

A statutory public meeting, specific to fees relating to the Building Code Act (found on pages 27-38 of the Hemson Report), will be held on Tuesday, April 2, 2024 at 6:00 p.m. during the Public Meeting portion of the Regular Council Meeting. 

At the meeting, a presentation will outline proposed changes to fees and opportunities will be provided for public feedback. To attend the meeting you are invited to attend in person in Council Chambers or virtually. To attend virtually, you must register by contacting userfeestudy@southhuron.ca to receive a Zoom link to join.

Following the period of community engagement, the public feedback and staff recommendations will be reviewed at the April 29, 2024 Committee of the Whole meeting. All of the information from this Committee of the Whole meeting will go to an upcoming South Huron Council meeting for consideration.
