Overview
The Municipality of South Huron has prepared a draft Community Improvement Plan (CIP), which is an economic development tool that allows a municipality to implement certain financial incentive programs, such as loans or grants, to be accessed by property owners and businesses for will provide benefits to the community overall within a designated Community Improvement Plan Area.
The draft CIP proposes the following:
- Facade and signage improvement grant
- Accessibility improvement grant
- Energy efficiency and retrofit grant
- Additional residential unit & additional farm labour housing grant
- Building renovation, restoration or improvement grant
- Major redevelopment property tax rebate
The adoption of a CIP is required under the Municipal Act, 2001 to make these financial incentives available, and CIPs are legislated under the Planning Act.

Project Approval
Council has authorized staff to gather input on the following topics:
- Additional Residential Units/CIPA Housing Program - to stimulate investment in interior building renovations or building expansions;
- Main Street Revitalization Program- to stimulate private sector investment linked to public strategies for community planning;
- Energy Efficiency and Retrofit Program - to improve the safety and efficiency of existing commercial and mixed-use buildings located within the CIPA
- Building Restoration, Renovation, or Improvement Program - to stimulate and leverage private sector investment within the CIPA for revitalization and re-investment to improve the viability of older commercial buildings.
Project Background
Council at their August 8, 2022 meeting received a report on Affordable and Attainable Housing Policy Strategies/Framework and passed resolution 271- 2022 which included incorporating a Community Improvement Plan, the approval of the initiation of a full Official Plan Review for 2023 to be completed in 2024.
It is anticipated that the entire municipality will be designated a CIP area. Designating the entire Municipality will allow the CIP to be developed as a more flexible document, able to strategically address different sectors and geographical areas across a low density, rural landscape. In recognition of this broad designation, it will be important to ensure that CIP programming is appropriately scoped to address specific matters in specific areas, where appropriate.
The CIP project is aligned with Council’s Strategic Priority for planning and managing sustainable growth. In addition, through the development and implementation of a CIP, the municipality can incentivize economic development across a range of sectors, reinforce a culture of strong municipal leadership and assist with the improvement of the public/private realms in strategic locations of the community.

What is a Community Improvement Plan?
A public input survey was available from April 12 to May 8 2026 seeking input on the draft CIP. The results of this survey will be reported at an upcoming Council meeting.
