Project Approval

Community Improvement Plans are legislated under Part IV of the Planning Act, which allows municipalities to designate a Community Improvement Project Area. Adoption of a CIP is required un the Municipal Act, 2001.

At the July 13th, 2026, regular Council meeting, Council passed a by-law to adopt the Community Improvement Plan and Community Improvement Project Area.

Project Background

Council at their August 8, 2022 meeting received a report on Affordable and Attainable Housing Policy Strategies/Framework and passed resolution 271- 2022 which included incorporating a Community Improvement Plan, the approval of the initiation of a full Official Plan Review for 2023 to be completed in 2024.

It is anticipated that the entire municipality will be designated a CIP area. Designating the entire Municipality will allow the CIP to be developed as a more flexible document, able to strategically address different sectors and geographical areas across a low density, rural landscape. In recognition of this broad designation, it will be important to ensure that CIP programming is appropriately scoped to address specific matters in specific areas, where appropriate.

The CIP project is aligned with Council’s Strategic Priority for planning and managing sustainable growth. In addition, through the development and implementation of a CIP, the municipality can incentivize economic development across a range of sectors, reinforce a culture of strong municipal leadership and assist with the improvement of the public/private realms in strategic locations of the community.
