Opportunities for Public Input

The Municipality of South Huron welcomes feedback for the Zoning By-law Review 

The Open Houses are proposed to be held in the Exeter Public Library at the following dates and times:
• Thursday January 29th 1:00 pm to 7:00 pm
• Friday January 30th 10:00 am to 4:00 pm

If rescheduling is necessary due to space availability or other scheduling issues, staff will ensure that
there is an evening open house option. As always, staff will also be available to meet with residents and
landowners as necessary; in-person, by phone, or electronically.

Additionally comments may be emailed to planning@southhuron.ca or dropped off at Town Hall.

Please note that comments and opinions submitted on these matters, including the originator’s name and address, become part of the public record and may be viewed by the general public and may be published in a Planning Report, Council Agenda or Council Minutes.

Overview

The purpose of the update is to implement the five-year review update of the South Huron Official Plan which came into effect on May 13, 2025. Under Section 26(9) of the Planning Act, the Zoning By-law must be updated no later than three years after an update is made to the Official Plan. The consolidated Zoning Bylaw for South Huron was passed in July 2018, and is not in need of a major structural overhaul in this update.

Project Approval

Under Section 26(9) of the Planning Act, the Zoning By-law must be updated no later than three years after an update is made to the Official Plan. The consolidated Zoning Bylaw for South Huron was passed in July 2018.

Frequently Asked Questions

Zoning is a tool municipalities use to decide how individual parcels of land can be used in different areas of a community. It divides land into categories like residential, commercial, industrial, or agricultural and sets out rules about what can be built, where, and how. These rules cover things like building size, lot dimensions, and where parking should go.

Zoning is important because it helps make sure different land uses are located in the right places, so we don’t have a factory built next to a family home or a shopping plaza built in the middle of a farm field. It protects important lands, like farmland and natural areas, while also making sure there’s enough space for things like housing, businesses, and parks. 

Provincial policies change, communities grow, and zoning rules need to keep up so that they reflect how people live and work today, not just what was needed in the past. 

The Zoning By-law can be used by many people including: 

  • Property owners who want to develop or redevelop their property 
  • Municipal staff and Council to guide decisions on how the municipality changes 
  • Future residents or business owners who want to know what is permitted in the neighbourhood they want to buy a house or establish a business in

A Zoning By-law is a set of rules guided by Provincial Planning and Building Policies that determines how you can use your land. Whether it’s for a house, a business, a farm, or another purpose. It also sets standards for things like lot size, building height, setbacks, and parking.

The primary focus of the updates will be:

  • Ensure compliance with Provincial legislation, consistency with Provincial policy, and conformity
    with the Huron County and South Huron Official Plans (such as removing ARU related provisions
    that have been overruled by subsequent Provincial legislative and regulatory updates, and
    ensuring that required landfill buffers are correctly mapped);
  • Review general provisions and housing friendly update provisions for improvement and
    clarification, such as ensuring that similar uses (single detached with an ARU or a duplex) have
    similar zone provisions;
  • Revise or remove provisions which cause frequent planning applications, such as the garage
    width and setback requirements for rowhouses;
  • Remove unnecessary or inoperable special zones which were brought over from the previous
    Stephen, Usborne, and Exeter Zoning By-laws, such as special zones that only impose site
    specific limits on nutrient units for parcels in the prime agricultural area;
  • Reviewing older aggregate extraction and remediation zones where there is no active aggregate
    pit license;
  • Matching environmental zone boundaries to reflect the most up-to-date aerial photography and
    direction from Council in the Official Plan designation mapping;
  • Preparing the future development lands on the south side of Exeter on either side of Highway 4
    for development following the Municipality’s successful Housing Enabling Water Systems Fund
    (HEWSF) application for the trunk sanitary sewer from Mary and Waterloo streets to the Snider
    Crescent Sewage Pumping Station, such as through the implementation of a Greenfield
    Residential special zone – holding, which lays out study requirements for development and sets
    a minimum density to ensure efficient use of this new infrastructure;
  • Matching settlement area boundaries to the designations in the Official Plan, including removing
    future development zoned areas outside of some of the tertiary settlement areas, and zoning
    the lands added to the Greater Grand Bend settlement area.
