Overview

The Municipality of South Huron passed a municipal-wide Development Charges By-Law that came into effect on March 17, 2020. This background study project will provide an update to the 2020 study and be prepared pursuant to the requirements of the Development Charges Act 1997 (s.10), and accordingly, recommends new Development Charges (D.C.s) and policies for the Municipality of South Huron (Municipality).  These studies are published at least 60 days prior to the passage of a new D.C. by-law and serve as the basis for public consultation and revisions to the development charges calculations and rates.  Prepared in accordance with the Development Charges Act, 1997, these studies are essential for ensuring that development charges are fair and reflective of the servicing needs of development in South Huron.

The Development Charges Background Study, prepared by Watson & Associates Economists Ltd., was released on December 31, 2025.  

 

Development Charges FAQs

When you move into a newly built home, you probably assume you'll be able to turn on your tap and get drinking water.  You'll rely on your toilet to flush and expect to have access to roads for travelling to work, school, shopping or appointments.  Additionally, when you call 911 in the case of a fire, you'll rely on firefighters to be there when you need them.

The Municipality of South Huron provides these services and more through the building of infrastructure that connects to newly built homes and businesses.

Some of this infrastructure you may never see - like watermains, wastewater mains and stormwater mains.  Other infrastructure and amenities you will see - like roads and sidewalks, fire halls, recreation centres, parks and libraries.

As South Huron grows, development charges from new housing and commercial developments help fund new infrastructure, easing the burden on existing taxpayers and ratepayers.

Development charges are a cost recovery model to pay for growth-related capital costs.  When a developer applies to build housing or commercial spaces in South Huron, they pay development charges to the Municipality.  These charges pay for capital costs, like new infrastructure and amenities needed to support new homes and business.
