London Road South Trunk Sewer

Opportunities for Public Input

South Huron hosted a public open house on Wednesday, June 10, 2026 from 4:30pm to 6:30pm at the South Huron Municipal Office, 322 Main Street South, Exeter, Verity Room.

Overview

The London Road South Trunk Sanitary Sewer was originally constructed in 2004 to provide service to properties on London Road south of Waterloo Street and open up land at the south end of Exeter for future development. This trunk sewer was constructed along London Road, then across farmland to Mary and Waterloo Street where it connected to an existing local sewer. Unfortunately, the remaining downstream portion of trunk sanitary sewer was never finished.

The current project involves the completion of London Road South Trunk Sanitary Sewer from Mary & Waterloo Street to the Snider Crescent Sewage Pumping Station. The route of the trunk sewer is along Mary Street to Huron, then to the east leg of Snider Crescent, along the north leg of Snider Crescent to the sewage pumping station. The project also involves the twinning of the sanitary forcemain from the Snider Crescent Sewage Pumping Station to the Exeter Sewage Lagoons.

On Snider Crescent and Huron Street the work will involve replacing only the necessary underground infrastructure and the road restoration required to install the trunk sewer. On Mary Street this will involve the replacement of all underground infrastructure (storm, sanitary, watermain) and full road reconstruction, including curbs, asphalt, and sidewalks.

Project Status:

Project has been designed, tendered and a construction contract awarded at the May 4, 2026 Regular Council Meeting.

Project Background

At the September 3, 2024 meeting, Council authorized the submission of an application to the Housing Enabling Water System Fund Grant Program - Intake II for the London Road South Trunk Sanitary Sewer project.

South Huron's initial application was not successful but was later reconsidered as more funding became available. On August 12, 2025 correspondence was received from the Minister of Infrastructure confirming that the Municipality's grant application for the Housing Enabling Water System Fund Grant Program - Intake II was successful. The Minister confirmed that the province will contribute a maximum of $5,367,325 (73%) towards the total eligible costs of the London Road South Trunk Sanitary Sewer, estimated at $7,352,500. The municipal share of the project cost will be funded by external borrowing.

Project Background

Phase 1 - 2026 Construction Work

The first phase of the construction project is scheduled to begin in July 2026 and is expected to take four months to complete. This will require a full road closure to complete the work; and the disturbed road will be restored to base asphalt. Final surface asphalt will be placed in the summer of 2028.

Part 1 - Snider Sewage Pumping Station Site (31 Snider Crescent)

  • Replacing the existing sanitary sewer with a larger trunk sanitary sewer
  • Modifications to the sewage pumping station inlet works
  • Replacing / reinstallation of a storm sewer that will be impacted by the sanitary sewer installation.
  • General site restoration

Part 2 - Snider Crescent (North Leg, 29 to 51 Snider Crescent)

  • Installation of a large trunk sanitary sewer
  • Installation of a smaller local sanitary sewer including reconnection of existing services
  • Replacing / reinstallation of some minor storm sewer works affected by the sanitary installations.
  • Full width asphalt road replacement (base asphalt only in 2026 with asphalt ramping at curbs)
  • Some curb and driveways will need to be replaced where required for the sewer installation.

Part 2 continued - Snider Crescent (East Leg, 51 Snider Crescent to Huron Street)

  • Installation of a large trunk sanitary sewer
  • Full width asphalt road replacement (base asphalt only in 2026 with asphalt ramping at curbs)
  • Some minor curb replacement may be required for the sewer installation.
  • Existing local sanitary sewer, sanitary services, watermain and water services remain.

Phase 2 - 2027 Construction Work

The second phase of the construction project is scheduled to begin in April 2027 and is expected to take four months to complete. This will require a full road closure to complete the work; and will involve full road reconstruction and replacement of all underground infrastructure. Final surface asphalt will be placed in the summer of 2028.

Part 3 – Huron Street - 2027 (Mary Street to Snider Crescent east leg)

  • Installation of a large trunk sanitary sewer to replace existing local sewer.
  • Sanitary services will be reconnected to the new large trunk sewer.
  • Reconstruct the roadway including, new sidewalk, curbs, asphalt and roadbase granulars

Part 4 – Mary Street - 2027

  • Installation of a large trunk sanitary sewer to replace existing local sewer.
  • Sanitary services will be reconnected to the new large trunk sewer.
  • Replace the watermain and services on Mary Street
  • Replace storm sewer and catch basins
  • Reconstruct the roadway including, new sidewalk, curbs, asphalt and roadbase granulars

Phase 3 - 2027/2028 Construction Work

The third phase of the construction project is scheduled to begin in the fall of 2027 and is expected to take six months to complete.

  • Twinning of the sanitary forcemain from the Snider Crescent Sewage Pumping Station through existing easements to the Exeter Sewage Lagoons.

Frequently Asked Questions

The Housing-Enabling Water Systems Fund grant is part of the Ontario Government’s plan to help municipalities develop, repair, rehabilitate and expand critical drinking water, wastewater and stormwater infrastructure to enable the construction of more housing supply.

South Huron is investing in this infrastructure to increase housing supply in our community and improve local affordability.

In advance of underground work, a specialized sub-contractor will be contacting each resident or owner to schedule a brief voluntary pre-condition survey of your residence / building interior and exterior as a precautionary measure or record. Your participation in this survey is optional and at your discretion.

In order to provide our customers with an uninterrupted supply of drinking water, the General Contractor will be providing a temporary watermain system, laid on front or rear yards and connected to a garden hose faucet or other convenient location. This temporary watermain will be tested to the same standards that regulate the municipal water supply to ensure water quality. While on bypass no consumption charges will be charged (only base charges and debt charge apply).

Please note that there will be short-term outages throughout the project as the contractor crosses water services and/or needs to isolate the main to make temporary/permanent connections.

Local traffic will generally have access to sections of the construction zone, but some sections will be inaccessible at times during construction. The General Contractor will make every effort to inform you of specific disruptions. On street parking will be permitted on adjacent side streets during construction.

Construction activities will generate dust; however, the General Contractor will use dust control measures during construction. If you have concerns in this regard, please contact the Project Engineer. Construction activities may produce vibration. Please take reasonable precautions to protect your valuable objects in display cases, on shelves or hung on walls.

Garbage and recycling should be set out for collection at the normal time and location. The General Contractor may need to carry your containers to the end of the construction area and return them if their operations are blocking access for the collection vehicle. Please mark your address on the bins.

Like all construction projects, traffic delays are expected during peak construction periods. The project team is committed to providing ongoing communication about the project to alleviate the impact of construction as much as possible.
