Inflow and Infiltration Reduction Initiative

Overview

B.M. Ross Engineers have been retained to undertake a comprehensive review and analysis of the sanitary sewer system to investigate and identify potential sources of inflow and infiltration (I&I). Inflow and infiltration is rainwater and groundwater that enter the sanitary sewer system and reach the Sewage Treatment Facility, which increases treatment costs and reduces the system’s overall capacity. 

This project will focus on determining problematic areas within the sanitary sewer system and providing recommendations to mitigate these extraneous flows. Fog testing of the sanitary sewer system will be carried out by Flowmetrix on behalf of the Municipality to pinpoint specific sources of inflow (stormwater) or infiltration (groundwater).

Project Status:

A professional services contract has been awarded to B.M. Ross Engineers; and a comprehensive review of historical data, flooding reports, and CCTV inspections have been completed. A specialized subconsultant, Flowmetrix, has been retained to carry out fog testing of the sanitary sewer system.

Project Approval

At the June 16, 2025 Council Meeting, Council authorized the award of a professional services contract to B.M. Ross and Associates Limited for engineering services related to an Inflow and Infiltration Reduction Study.

Project Background

Stormwater and sewage don’t mix; and keeping them separate is key to protecting our homes, our waterways, and our community’s future. In South Huron, most of our sewers are already separated, but stormwater can still find its way into the sanitary system through inflow and infiltration (I&I). When this happens, it can overwhelm pipes, increase the risk of basement flooding, reduce capacity for future development, and cost more to treat water that doesn’t require full-scale sewage treatment. This project will highlight how the Municipality is tackling I&I and how residents can play an important role in keeping our system strong and resilient.

How the sewer system works
South Huron’s sewer systems are designed to keep stormwater and sewage separate. Stormwater flows to outfalls directly to the Ausable River or to Municipal Drains that eventually outlet to the Ausable River. The sanitary sewer system that services Exeter, Crediton, Centralia, and Huron Park carries wastewater to the Exeter Wastewater Treatment Facility. Although most combined sewers have already been separated, stormwater can still enter the sanitary system through inflow and infiltration.

What is inflow and infiltration?
Inflow and infiltration (I&I) is stormwater that enters sewers dedicated for sanitary flows.

  • Inflow happens when drainage features like downspouts, foundation drains, driveway drains, or catch basins are connected to sanitary sewers.
  • Infiltration occurs when cracks in sewer pipes, leaky pipe joints, or unsealed manholes allow groundwater to seep in.

Why inflow and infiltration matters.
When stormwater gets into sanitary sewers, it creates costly and disruptive problems:

  • The sanitary system is built for steady household flows from showers, toilets, laundry, and dishwashers. Extra rainwater can quickly overwhelm pipes and cause sewer backups.
  • Sanitary flows need full treatment before release, but rainwater does not. Treating clean water wastes money and resources.
  • Heavy rain can push the sewage pumping stations beyond capacity, increasing the risk of raw sewage overflows into local waterways.
  • I&I reduces system capacity that could otherwise support new homes and businesses - limiting growth for our community and economy.

What residents can do.
A single downspout can collect a surprising amount of water - up to 360 litres per minute during heavy rain. With multiple downspouts and foundation drains, one property can add significant inflow to the sanitary system.

You can help by disconnecting these sources and redirecting them to soak into lawns or soil instead. This keeps stormwater out of sanitary pipes and helps recharge groundwater naturally.

Previous Municipal studies in flood-prone areas identified multiple inflow sources, with most being on private property. Many are downspouts and foundation drains tied into sanitary sewers. As part of this initiative to reduce I&I, the Municipality will contact affected property owners to request their voluntary cooperation in disconnecting these connections.

Programs and support
The Municipality has a grant program (ie. Sewer Incentive Program) to assist homeowners make improvements that reduce basement flooding.

An Open House will be held where residents can learn more about inflow and infiltration, available funding, and practical steps to disconnect downspouts, foundation drains, or other inflow sources.

How the Municipality is taking action.
As part of the annual urban street reconstruction program, the Municipality replaces aging sanitary sewer infrastructure to reduce I&I. A multi-year CCTV inspection program was recently completed to assist in identifying I&I in the sanitary sewer system.

The Municipality has an active sanitary sewer maintenance program consisting of sewer flushing, calcite removal, repairing damaged sanitary laterals, and inspecting manholes for leaks to identify and reduce I&I.

By working together, we can strengthen South Huron’s flood resilience and protect critical infrastructure.

Frequently Asked Questions

The fog testing involves of blowing a harmless coloured fog into manholes and pipes and observing where the fog exits from the system. The fog is expected to exit out of manholes on the street and plumbing ventilation stacks at the top of buildings. The fog used in the test has no odour and is not harmful to your health and will disappear after a few minutes.

It is possible for fog to exit stormwater catch basins and roof downspouts at the side of a house. This indicates potential connections to the sanitary sewer.

Right now, disconnecting private downspouts and foundation drains is a voluntary exercise. We’re asking homeowners to help reduce the risk of sewer backups and protect their properties by taking part.

The Municipality’s Sewer Use By-law does give the Manager of Environmental Services authority to order disconnections.

The Municipality will complete fog testing in 2026 that will identify suspected sources of inflow or infiltration on both public and private properties.

If you receive a letter from the Municipality, it means a source of I&I is suspected on your property, and we’re asking for your help in removing it.

The Sewer Incentive program covers that cost of home improvements that reduce basement flooding. To qualify, you must disconnect foundation drains, and weeping tiles connected to a sanitary sewer and install a sump pump along with a backwater valve on the private sanitary service.

Improvements that are eligible for reimbursement include:

  • backwater valve on private sanitary service
  • sump pump and sump pump pit

Not necessarily. Many homeowners can do it themselves with basic tools and supplies from a hardware store. It usually involves cutting the downspout above ground level and attaching an elbow and extension to direct the water away.

You may wish to hire a contractor if you can’t safely redirect the water away from your foundation or if the flow would drain onto a neighbour’s property.

Disconnected downspouts should direct the water to flow away from your foundation walls and onto your grass or garden. You will want to make sure that your property is properly graded so that there is a drainage path for the discharged water. Many people collect their downspout water in a rain barrel to use for watering plants and gardens. (This also saves tap water!)

Yes. Disconnecting a foundation drain is complex and must be done by a qualified contractor. The Municipality requires homeowners to get quotes from contractors and submit them to qualify for Sewer Incentive Program funding.

Foundation drains should be redirected to discharge over land. The same principles apply as for downspouts: make sure your property is properly graded and that a drainage path exists to move the water away from your foundation. It's a good idea to discuss this with your contractor before starting the work. If your property has a; The sump pump discharge can also be connected to the private storm service if a storm service is available.
